The process cannot access the file because it is being used by another process. In this case you can solve the problem by setting the Copy Local property to True (the default value). However, when you use assembly references, you must set the build order manually. Check This Out For Visual Studio 2010 and higher you can add the /SafeMode switch to the shortcut to devenv.exe that you use to load the code of the add-in.
