I can still use certain programs as long as they are already installed, but it's a real hassle not being able to install what I want / need, and having to Windows Installer Service Could Not Be Accessed Windows 8 By default, there should only be one msiexec.exe file in that directory, but sometimes another one gets created with no extension and a size of 0 KB.
